In some, that's adjustable, and in others it isn't. That seems to be a feature of the way the images are originally recorded (sometime widescreen is more than 16:9 so it shows the wide part completely and adjusts the vertical to maintain the image, but may also be a related to the display options of the device). I have found that it isn't unusual for modern widescreen displays nominally 16:9 aspect ratio to show widescreen imagery material with black bars, top and bottom.
